Bereits die Charta der Vereinten Nationen von 1945 enthält den klaren Auftrag an die Staatengemeinschaft, die Achtung und Verwirklichung der Menschenrechte und Grundrechte für alle zu fördern. Der Grundstein für den internationalen Schutz der Menschenrechte wurde mit der 1948 verabschiedeten Allgemeinen Erklärung der Menschenrechte gelegt.
